I believe the American labor force can contend and prosper in the global economy. America is the mostly productive nation in the world. We ne to increase our commitment to improving skills, between the sides of education and training and further investment in recent plant and equipment. As a national leader for lower tax rates onward both wages and investment, I believe we must take further gradations to remove artificial barriers to U competitiveness in order to remodel our trade deficit.

First, we must take stairs to reform the world's monetary hypothesis to provide a stable dollar and help bring about lower lengthy term interest rates. Our manufacturing productivity has begun to rise again, moreover this has been swamped by the agency of the wildly fluctuating dollar, high interest rates, and the global recession among our trading customers who are buying les of U products

inferior our goal must not be to raise tariffs which would add a tremendous capacity on working Americans, but to lay open markets for our goods and raise the U standard of living. To period unfair foreign trading practices, we must force competition from lowering, not raising, barriers. I have introduced legislation authorizing reciprocal lowering of trade barriers--particularly with the export competitors of countries that refuse to unclose their markets to U.S. goods--and requiring consumer and taxpayer impact estimates for all trade legislation.
