Before he set in on the Execution of his Office, he shall take the following Oath or Affirmation:--"I do formally swear (or affirme) that I will faithfully complete the Office of President of the United States, and will to the best of my Ability, keep sound protect and defend the Constitution of the United States.' Section. 2 The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, relating to any Subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offense against the United States, do not include in Cases of Impeachment. He shall have Power, through and with the Advice and agreement of the Senate, the make Treaties, provided pair thirds of the Senators existing concur; and he shall nominate, and through and with the Advice and concurrence of the Senate, shall appoint Ambassadors, other public Ministers and Consul justices of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established from Law: but the Congres may by way of Law vest the Appointment of in the same state [i]or[/i] condition inferior Officers, as they think right in the President alone, in the Courts of Law, or in the Heads of Departments. The President shall have Power to fill up all Vacancies that may happen during the Reces of the Senate, according to granting Commissions which shall expire at the cessation of their next Session. Section. 3 He shall from time to time give to the Congres Information of the State of the Union, and approve to their Consideration such measures as he shall arbitrator necessary and expedient; he may, upon extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with consider to the Time of Adjournment, he may adjourn them to in the same state [i]or[/i] condition Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully execut and shall Commission all the Officers of the United States. |
